It is intimated to you all that with initiatives of GS NFTE, a Special Meeting of General Secretraies of All Unions and Associations was arranged on 29/07/2027 at 11 am at NFTE CHQ Office located at Staff Quarters, Janpath, New Delhi.

The meeting was presided over by Shri Islam Ahmad President NFTE.

A warm and cordial felicitation programme was organised by NFTE leadership to honour the newly elected/reelected General Secretaries Viz. GS BSNLEU, GS SNEA, GS AIGETOA , GS SEWABSNL , NP AIBSNLEA and other newly elected/reelected CHQ OBs present in the meeting.

GS SEWA felicitated and conveyed Sincere Thanks to GS NFTE for arranging this excellent meeting after very long gap.

The meeting witnessed the “Symbol of Unity” of prominent leaders and General Secretaries from various Unions and Associations consisting of BSNLEU, NFTE, SNEA, AIGETOA, SEWA, AIBSNLEA, BTEU, DEWAB and CBOWA.

Each leader expressed their views on the present situation in BSNL and shared valuable insights regarding the challenges and path ahead and criticallly analysed the happening in BSNL and stressed for need of United voice of all Unions and Associations.

The meeting discussed in depth about immediate need of implementation of 3rd PRC, Status of Wage Negotiations of Non Executives and signing agreement without further delay, Left out issues of 2nd PRC, deliberate issues created by the management, wrong projection by the Management about work efficiency of Employees/Executives and strategies to counter it, need of dignity of own workforce of BSNL, need to take issues together by all Unions and Associations etc.

Key outcomes of the meeting:

It was unanimously decided to have a immediate and Special Meeting with Director HR with respect to issues created by CGM TN /CHTD and Vindictive action thereof and for settlement of Unrest among the Executives and Non Executives in TN and CHTD Circle,

It was also decided that GS BSNLEU and GS NFTE will vigorously pursue Management for finalisation of Wage Negotiations with priority and Assocations will extend all possible support for it.

A unanimous decision was taken that all Unions and Associations will jointly seek a meeting with CMD and Director HR to pursue early resolution of all pending problems and burning HR issues affecting BSNL Executive and Non Executive Employees.

The issue of Online Attendance and compulsions thereof was discussed and it was decided to take up matter collectively to stop present online attendance through Mobile app with face/device locking and demand for arrangements of handset or face authentication machines by BSNL and no compulsions for purchasing mobile Handsets by employees/executives. It was also decided to ask for flexibility for executives and employees working in field units or give relaxation from 24X7 emergency services to all Executives/Employees.

Constructive discussions were held on the New Telecom Policy 2025, with all Unions agreeing to formulate a common stand to safeguard the interest of BSNL and it’s workforce.

The decesion on further course of action on pursuation of pending HR issues will be taken after ascertaining the response from Management on above actions.

Due to prevailing circumstances and mass unrest amongst the Executives and Non Executives, anti workforce action by Management and non resolution of HR issues, the need for agitational call was discussed. It was decided to ascertain response from Management in meeting with Managment and take further decision in the next meeting.

It was decided that the meeting of GS of all Unions and Associations will be held at regular intervals and most probably every month.

This gathering marked a strong show of Unity and reaffirmed the collective resolve of the BSNL trade Unions and Associations to protect the legitimate rights of Employees and revive BSNL in the true sense.

In the Evening Hours General Secretaries of all Unions & Associations had a meeting with Sh Papa Sudhakar Rao Director EB, who is holding charge of Director HR during Leave period of Dr Kalyan Sagar Nippani Director HR in presence of Shri Rajeev Kumar Kaushik, PGM Pers.

The meeting focused on issues created by Shri Parthiban CGM TN and CHTD Circle by not granting meetings to CS of all Associations and Unions in both the Circles and initiatives of vindictive actions by CGM TN even after clear instructions by CMD BSNL for not going ahead with any action disturbing industrial peace in both the Circle.

Director HR went through the representation given by General Secretaries of all Unions and Associations and was surprised to know that Shri Partibhan CGM has not given a single formal or informal meeting to any Union or Association.He categorically asked reasons for unrest and we have elaborated that non grant of formal/informal meeting, wrong interpretation of REA rules, reversion of DGMs, pendency of HR issues, deliberate neglecting CS of all Unions and Associations, poor working atmosphere in both Circles, delaying business proposal to generate more revenue to BSNL, non sensitive approach towards dealing HR matters, notices issues to leaders on filmacy grounds, not granting meeting even after repeated visits and waiting in his office, vindictive approach etc.

We have made it clear that Shri Parthiban does not want to continue in BSNL and he wants to go back to DoT before his retirement due in March 2026 and hence he is deliberately creating mass unrest so that he will get posted to DoT.Director HR informed us that he will speak with Sh Partibhan CGM TN/CHTD and take update.

We added that already PGM SR, Director HR Dr Kalyan Sagar Nipani have already spoken with him repeatedly and even though he has assured to take corrective actions but nothing has been done by him.

We have brought all these issues to the notice of CMD BSNL who was kind enough to discuss with all CS and CGM during his last week tour to Chennai.
CMD BSNL has categorically directed CGM to discuss with leaders of Unions and Associations and resolve the issues one by one and directed CSs not to go for any agitational call.

But Sh Parthiban CGMT does not even bother to the instructions of CMD BSNL and he has become more vindictive and is busy only in finding reasons and issuing chargesheet on filmacy grounds to show his powers and pressuring leaders for accepting vindictive actions.

We have demanded for shifting of Sh Parthiban from the post of CGM TN/CHTD and repatriate him to DoT and take corrective action for improvement of worsening working and financial conditions of BSNL TN and CHTD Circle and also to stop further harassment of executive and employees of TN and CHTD Circles.

Director HR expressed serious concern about the situation and such adamant stand and poor response from Sh Parthiban and assured that detailed and point wise explanation will be called from Sh Parthiban CGMT on the complaint submitted by General Secretaries of all Unions and Associations and assured to have personal talk to him for needful action to settle mass unrest and restore industrial peace in both the Circles.

We have also narrated the fact about continuation of HR heads of various Circles beyond the stipulated period of maximum four years causing such disputes and mass unrest and demanded for shifting all such officers heading HR/Admn units in Circles with priority .

Director HR firmly assured for it and directed PGM Pers to take immediate action on it and follow the instructions of Vigilance wing uniformly.

We also narrated issues about wage negotiations and need of early signing of agreement for implementation of 3rd PRC. After patient hearing to our submission, he assured to take the required and priority action on it.

When we raised concern about online attendance, he expressed that he has just seen the submission of Associations on this matter and shared that same is being studied.
He asked categorically why Unions and Associations are opposing this simple issue.

We have narrated the difficulties faced by the Executives and how Mobile App attendance with face locking that to be with own device has created mass unrest.
We also narrated that BSNL comes under emergency services and we have been always asked for on duty for 24×7 and if Management want us to attend fixed duty hours from 1000 hrs to 1800 hrs we are ready, but remove the condition of emergency services so that we will also be free from office responsibilities after office hours.

After elaborate submission, Director HR has assured to look into the submissions made by Associations & Unions and firmly assured that there will be no compulsion for executives and employees for putting attendance from Mobile and required arrangements for the same will be done in office premises by the BSNL Administration . He also underlined the demand by us to exclude the personals in field units from such attendence and allowing flexibility thereof and assured that same will be taken care. He assured to discuss the issues further with Unions and Associations and then take required steps as per understanding theoref.

He firmly assured that this is just an attempt to incorporate discipline for some individuals, who are not punctual and sincere and punctual workforce will be given the required flexibility but there should not be reluctance on part of such discipline in administrative offices. We responded that detailed discussions should be held on it and our suggestions should be given due consideration and Director HR assured for the same.

The healthly and fruitful discussions held for more than half an hour and concluded with very positive response from Director HR.
