In a major development concerning the contentious issue of reservation in promotions, a statewide conference of General Category employees is likely to be organized in Tripura after July 20, 2025. What makes the upcoming event particularly significant is the expected presence of Mr. M. Nagaraj, the central figure associated with the historic Supreme Court judgment that continues to set the constitutional framework for reservation in promotional posts across India.According to sources, Mr. Nagaraj’s participation is seen as a pivotal moment amidst growing legal ambiguity and administrative unrest in Tripura regarding the implementation of reservation in promotions. His landmark case, M. Nagaraj vs. Union of India (2006), laid down stringent conditions for granting such reservations, and is now once again in the national spotlight as the Supreme Court prepares to hear the Jarnail Singh batch of cases on July 30, 2025.Sources of state Secretariat said that Tripura’s Unique Case on reservation in promotion case has clubbed with national proceedings with similar cases from multiple states. However, legal experts stress that Tripura’s case is structurally different, and yet the state government has not adopted the interim directions of the Supreme Court, unlike other states. The Department of Personnel and Training (DOPT), Government of India, has also issued relevant memoranda in line with the Apex Court’s interim judgments, allowing regular promotions for IAS, IPS, and IFS officers, subject to final outcome.

It is intimated to All Leaders & Members of SEWA BSNL that the attached representations with regard to AO to CAO Promotion have been submitted in context of recent Judgment of Hon’ble High Court of Punjab & Haryana Chandigarh to all our Constitutional Authorities, Concerned Ministries and CMD and Directors BSNL to comply with Govt of India Policies, DoPT Guidlines of Rules of Reservation, Supreme Court Existing Orders for SC/STs, Hon’ble Parliamentary Committee on the Welfare of SCs and STs Strong Recommendation in AO to CAO Promotion and Court verdicts it any against Govt of India Policies.
Further more, We have Personally met Shri Faggan Singh Kulaste Hon’ble Chairman Parliamentary Committee on the Welfare of SCs and STs Shri Antar Singh Arya Hon’ble Chairman National Commission for Scheduled Tribes, CMD BSNL and Director HR.
Due to non availability of Shri Kishor Makwana Hon’ble Chairman National Commission for Scheduled Castes in Office, we couldn’t meet him. However we submitted Representation to PS to Chairman Shri Gaurang Chavda who assured to hand over our representation to Hon’ble Chairman and write strong letter to Hon’ble Minister of Communication to implement Rule of Reservation in AO to CAO Promotion as per DOPT Guidelines.

Our respected CMD BSNL has expressed his desire to solve the HR issues including financial issues of 3rd PRC and Residual issues of 2nd PRC. His words are definitely motivating and giving us reward ray of hope for resolving the issues very particularly 3rd PRC. Associations are fully committed to achieve this resolution of 3rd PRC.
Therefore, let’s come together and show the power of employees in taking BSNL to greater heights by ensuring the increase in FTTH connections with a target of 4 connections to each employee of BSNL.
Above all else, I request our Office Bearers of SEWA of all 3 layers to join together with other Associations for successfully complete our target and in that way we will move on to achieve 3rd PRC and other pending issues.
