Short update on meeting by CMD BSNL: The meeting called by CMD BSNL with GS of All Unions and Associations of BSNL

Short Update on started at 1930 hrs concluded at 2120 Hrs after threadbare discussions on pilot project of Uttarakhand Circle Restructuring, clearance of HR issues and consideration of Representations on Transfers & OTP Requests.
After welcome by the Director, CMD BSNL gave a brief idea about the Restructuring Proposal pilot project , conveyed Directions from Minister of Communication for implementation of this pilot project and added that the same will be implemented in all Circles with some changes suggested by the Unions and Associations. CMD BSNL categorically informed that there is no chance of withdrawal of proposal and only modifications are possible in it and appealed leaders to share their feedback.
CMD BSNL also assured of consideration of HR issues including issues related to Transfer Posting. He expressed displeasure that till nobody is owning BTS except 3-4 Circles and there is need to give more by BSNL workforce and appealed all to give their best for BSNL.

All the leaders present in meeting opposed any proposal for restructuring and demanded for total withdrawal of the proposal as it is based on wrong norms of GPs and Block and not on the Norms followed by BSNL for years together. We strongly objected proposal based on GPs and Blocks without any due weightage to requirement of BSNL and revenue generation out of any such proposal.
We categorically told that Management is going aead bluntly without giving any consideration to the needs of BSNL and feelings of the Workforce. We added that everytime we are assured for resolution of HR issues and nothing happening even the report of HR Finance issue Committee is not discussed before its finalisation and all the actions of management are unidirectional and the same is not acceptable.
We strongly demanded that before looking into genuine HR issues viz. Third Pay/Wage Revision, Upgraded Standard Pay Scales, we even cannot discuss any such proposal.
We demanded for immediate roll back of Restructuring Proposal and discuss in detail.
In response, CMD BSNL told that discussions should continue and instructed Director HR and PGM Pers to have detailed discussions with these leaders and look into their suggestions and left meeting stating that he is having another meeting. He directed to continue meeting, have more rounds of discussions, include Uttrakhand team also in the discussions and finalise the issues.

After elaborate discussions thereafter it has been decided that before or on coming Friday, fresh discussions will be held in presence of Team Uttarakhand and both sides will present their views.

It has been also decided to review all Representations received against transfers viz Medical , PwBD, caregiver, immunity, age bar and pending OTP Transfers etc will be considered sympathetically.

 

On HR issues recommended by the Committee will be decided in coming BSNL MC meeting which is scheduled on coming Thursday.

The meeting was attended by CMD, Director (HR), and PGM (Personnel) from the BSNL Management. SEWA was represented by Shri Ashok Patel, General Secretary, and Shri N. D. Ram, Chief Patron.

During the meeting, General Secretary Shri Ashok Patel presented each pending issue in detail before the Management. The discussions were comprehensive, constructive, and focused on finding early resolutions to the concerns raised by SEWA.

The Management gave a positive assurance that all pending issues raised by SEWA would be resolved within 15 days.

We sincerely appreciate the patience, trust, and continued support of all our members. SEWA will closely monitor the progress and pursue regular follow-up with the Management to ensure that the commitments made during the meeting are honored within the stipulated timeframe.

We request all members to remain united and continue extending their wholehearted support to SEWA. We will keep you informed of further developments and the progress made on these issues.

Meeting with the Parliamentary Committee on the Welfare of SC/STs held on 26th May 2026 under the Chairmanship of Hon’ble Dr. Faggan Singh Kulaste Ji, Chairman, Parliamentary Committee on the Welfare of SC/STs

The meeting with the Parliamentary Committee on the Welfare of SC/STs was successfully held on 26th May 2026 under the Chairmanship of Hon’ble Dr. Faggan Singh Kulaste Ji, Chairman, Parliamentary Committee on the Welfare of SC/STs. The respected Members of the Committee and Secretary of the Committee, Dr. K. S. Somashekhar, were also present during the meeting.

From the BSNL Management side, Hon’ble CMD, Director (HR), Pr. GM (Pers), Pr. GM (SR), PGM Legal, PGM Establishment/Admn, PGM Finance, CLO & Dy.GM ,SCT Cell and From DOT, Secretary DOT, Member Services, DDG SR & LO were present in the meeting in the discussion.

The meeting was conducted in a very positive, cordial, constructive and encouraging atmosphere. Various important issues concerning SC/ST employees of BSNL were discussed in detail. The Parliamentary Committee gave patient hearing to all agenda points raised by SEWA and appreciated the genuine concerns placed before the Committee.

It is a matter of great satisfaction that BSNL Management gave a very positive response on all agenda points raised by SEWA. On many important issues, the Management agreed in principle and assured necessary action on priority basis. The Parliamentary Committee also instructed the Management to resolve the genuine concerns of SC/ST employees sympathetically and expeditiously.

β€’ Filling up of Backlog Vacancies
β€’ Protection against reversal of Diploma Holders in Civil/Electrical Wing

β€’ Issuance of pending Minutes of Meeting held on 16.03.2026
β€’ Removal of LICE clause in AGM to DGM Promotion (Group β€˜A’ to Group β€˜A’) under BSNL MSRR-2023
β€’ Appointment of SC/ST Officer as Director on BSNL Board
β€’ Removal of discriminatory membership criteria for transfer immunity to SEWA office bearers
β€’ Representation of SEWA in all BSNL Committees and important decision-making committees
β€’ Regular Promotions in Telecom Stream
β€’ Re-Declaration of JTO (T) LICE 2014 Result – Punjab Circle

The Hon’ble Chairman and respected Members of the Committee took the representation of SEWA very seriously and sympathetically. The Committee assured full support for safeguarding the constitutional rights, dignity, equality and welfare of SC/ST employees in BSNL.

On 10-02-2026, Organised a Special Felicitation Meeting to honour our affectionate leader Newly appointed Chief Patron of SEWA Shri N D RAM, Principal CHQ Advisor Shri Satyaveer Singh and AGS Central Shri Lokendra Ganolia. In the Value added meeting held at SNEA Circle Office, Eastern Court New Delhi, SNEA Corporate Office Circle Team in the presence of their GS SNEA respected Shri M S Adasul Felicitated Shri N D RAM Newly Appointed Chief Patron of SEWA BSNL, Principal CHQ Advisor Shri Satyaveer Singh and AGS(Central) Shri Lokendra Ganolia by presenting Shawl and beautiful bouquet of flowers and subsequently They honoured Dy GS of SEWA Shri Vijay Pal and CS SEWA BSNL CO Shri Mukesh by presenting Bouquet of flowers. Objective:

The SEWA BSNL wish to remind our members that all our constitutionally guaranteed provisions are not implemented fully as the BSNL management is against it. Hence it is our prime duty to act wisely and see to it that these provisions are implemented without any diversions or lapses.
No private body or judicial body has the right to violate the constitutional amendments. At times, such amendments are violated through sly means and thereby we are deprived of our rights. So we should be vigilant always to spot out such violations and fight against them and enjoy our rights.
