Met Dr Kalyan Sagar Director (HR) BSNL Board at BSNL Corporate Office along with Shri P N Perumal NCA, Shri Satyaveer Singh AGS(C) and Shri Suresh Chand Meena ANFS on 03/04/2024 evening at 6.00 pm. Invited him to the Babasaheb’s 133rd Birth Anniversary Celebration to be held on 19th April 2024 at CTO Auditorium, Eastern Court, Janpath, New Delhi as guest of honour. He accepted to attend with pleasure. During the meeting, the following issues were discussed with him :
1) Shri T Vijayan AO Chennai Telephones for retotalling of marks in JAO exam held in 2010 in accordance with Hon’ble Supreme Court verdict pronounced in 2023. Director (HR) instructed Smt Samitha Luthra GM (Recruitment & Training) to thoroughly study his issue once again based on the Hon’ble Supreme Court Judgement and issue a fresh speaking order, if not feasible.
2) PwBD Category promotions for 71 Officers from SDE to AGM as per CAT Delhi Judgement dtd 29-02-2024. We shared our concern about the uncertainty in issuing promotion orders for PwBD Category executives. He has assured that he would discuss with PGM(Pers) and then CMD for taking decision and releasing promotion orders before 12 weeks stipulated period. We are hopeful for early promotions of PwBD Category executives. Before discussion with Director(HR), we deeply discussed with Shri M S Adasul GS SNEA and Shri R K Gupta GS DEWAB for knowing their views.
3) Other issues for considering the executives for promotions from SDE to DE, DE to DGM, DGM Adhoc to Regular, AO to CAO including PwBD Category were also discussed and we requested him to issue promotions with condition subject to outcome of court verdicts.
4) Immediate posting of a GM level virtuous officer belongs to SC/ST community as CLO(SCT) due to retirement of present CLO(SCT) Shri Jagdish Prasad on superannuation. He has accepted our request and has assured to post an outstanding officer for CLO(SCT) post. Further requested to nominate again PGM(SR) or PGM(Pers) as Nodal Officer for SCT Cell instead of other proposals for effective smooth functioning and settlement of SC/ST issues.
5) Issues/Grievances discussed with Management in the last periodical meeting pending without solution – Director(HR) has assured to look into. Many other issues of members with regard to immunity from transfers (particularly Shri Pradeep Kumar AGM CP Jharkhand), Transfers and Postings and Medical cases were also placed before him for consideration and favourable decisions.
